By measuring warp and variance in the form of road surfaces during vehicle running operations, this facility is able to clarify the mechanisms which destroy running surfaces on road bridges, and evaluate new road types and road reinforcement measures.

The position of the load-bearing wheel can be altered allowing for reproduction of actual wheel load conditions. The dimensions of the test facility are as follows:
Diameter - 3.5m, weight - a 100 kN flywheel can be moved a maximum of ±1.5, maximum load (during running operations) - 490 kN, maximum load (when operation is not running) - 980kN
