The Article 12 of the Incorporated Administrative Agency Public Works Research Institute (PWRI) Law regulates that PWRI shall undertake "inspection, test, research and development of important river structures, construction materials and machines for civil engineering works based on commission basis" and "shall design special structures for construction works undertaken construction by the MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and regulated by government ordinance based on commission basis of Japanese government".
Therefore, PWRI can receive projects including test and research based on commission basis.
